The core of it is simple. The Department of Transportation defines a service animal as a dog individually trained to do work or perform tasks for a person with a disability. A dog that meets that definition flies in the cabin with its handler, and the airline cannot charge a fee for it. Your dog rides at your feet inside your own foot space, not in a separate seat, and it must not block the aisle.
Since the rule began in 2021, a carrier may require the DOT Service Animal Air Transportation Form. On that form you attest the dog is trained, in good health and will behave. For a flight scheduled at eight hours or longer, the airline may also ask for a relief attestation about the dog not needing to relieve itself or doing so in a sanitary way. The forms are free and come from the airline or the DOT. No outside registry, certificate or ID card is required by the rule. This is exactly where a documented assessment helps. You sign that attestation knowing it is true.

Since the 2020 Department of Transportation rule took effect in early 2021, US airlines are not required to seat a Support Animal as a service animal in the cabin. A Support Animal helps by being present. A Service Dog is trained to perform specific tasks. The current federal rule protects the trained, task-performing dog. That distinction is exactly what an assessment documents.
In real terms, an airline may accept a Support Animal only as a pet. That can mean a carrier fee, an under-seat soft carrier, a size limit and a daily cap on how many animals the cabin holds. Choosing to fly your animal as a pet is perfectly fine. Just plan around the airline pet policy, not the ACAA, because a pet booking is not a Service Dog right.

The same rule that opens the cabin also sets a behavior bar. A Service Dog must stay under your control and act like a working dog. No growling, no lunging, no jumping on people, no barking that will not settle and no relieving itself in the cabin. A dog that does these things can be handled as a pet or denied boarding, even if it is a genuine Service Dog. The assessment you carry is no shield against bad behavior on the day. It is the proof that the behavior is already there.
Crew may ask two things to confirm a Service Dog. Whether the dog is needed for a disability, and what task it is trained to do. They cannot ask your diagnosis and they cannot demand a live demonstration. Build in time for a pet relief area before boarding. Large hubs like Hartsfield-Jackson Atlanta, Dallas Fort Worth and Phoenix Sky Harbor have them past security, and your dog will thank you for the stop before a long leg.
